A child born in Norway with one Norwegian parent will either get the Norwegian, or foreign citizenship. A child born in Norway without Norwegian parents, will not obtain Norwegian citizenship
You will receive the norwegian citizenship if you have lived in Norway for 7 of the last 10 years. You have to go through the introduction Program and passed the Norwegian test.
